Muskingum County offers several residential options for individuals with MR/DD. These options are all designed to help people with disabilities live in homes of their choice. These homes must be financially affordable to, and meet the health and safety needs of the person. Currently, there are two waiver programs available through the County Board of MR/DD to help support individuals in their community homes:
Individual Options Waiver (IO)
The IO Waiver provides many services to help an individual live successfully in their own or family home, alone or sharing household expenses
with housemates. These services include cooking, cleaning, personal care, transportation, and help going to the doctor and taking medicine. The IO Waiver can also provide environmental modifications. Because a limited number of waiver slots (funding) are available, there is a waiting list for individuals to receive these services. For more information, please contact

Level 1 Waiver
This is a new waiver available to people with disabilities living in the community. The waiver focus is to provide limited services to help an individual remain living with their family and/or to provide increased respite services to the family. This waiver has a funding cost cap of $5,000 per year. This is equal to around 240 hours of service per year. The Level 1 can also be used for emergency services or home modifications. Capital Housing
The Capital Housing Program offers affordable housing options for people with disabilities. These houses are purchases with funding from Ohio Department of MR/DD and are located in a ariety of neighborhoods in the community. This program does not cover any help an individual may need to live in their own home. For more information, please contact This e-mail address is being protected from spambots.
